Evolve ® Government Emergency Telecommunications service (GETS) meets national security and emergency preparedness requirements for the use of the public telephone networks by federal, state, and local government and other authorized users.
GETS was designed to provide authorized government employees with enhanced call routing and priority treatment in public voice networks for emergency conditions, such as natural disasters or hostile actions, to provide a greater likelihood of call completion even during times of increased call volume.
In an emergency, users can dial their GETS access number, dial their PIN, and dial the destination number to make a call. The call will be routed by GETS and processed following alternate routing instructions via the Advanced Intelligent Network (AIN). To ensure the call is completed, the call will be designated within the network as higher priority.
GETS is designed to work in a three-tiered hierarchy, with Platform Owners, Service Providers, and Subscribers. Each of these roles have their own responsibilities and functions.
Platform Owners
The Platform Owner is the entity that deploys the network which runs GETS. The Platform Owner is responsible for defining physical egress routes and other network specifics. Additionally, Platform Owners create and define Service Providers.
Service Providers
A Service Provider is the entity that offers GETS features as a service. The Service Provider allocates users to their numbers and establishes routing plans for these numbers.
The rest of this chapter details the specific call flow of various call treatments.
